Congress of part of the appropriation bill last winter, the Bureau has no funds. [[strikethrough]] A [[/strikethrough]] I am considering the difficulty, and meanwhile should be glad of any arrangement between a good State officer or citizen and the people of the county, which would be satisfactory to both parties. [[strikethrough]] A [[/strikethrough]] I have arranged with Gen Chrysler for an agent at Talladega and am in hopes to secure others through the same channel.

In regard to schools, encouragement is all we can afford, and that does not mean much just now. I am making every effort to obtain teachers and books, especially the latter. The supply of both is meagre but there is a prospect of improvement.

As to the compensation of judicial agents, to which you refer, so much of General Orders No. 7. [[strikethrough]] is [[/strikethrough]] as [[strikethrough]]] to & [[/strikethrough]] refers to compensation is, as to judges, rendered inoperative by a clause in the Constitution which prevents their receiving any thing more than their salary. As to Justices, it was always intended that they should make the same charges that they would in the same case if the parties were white persons.

I have written you amid constant interruptions, not as clearly as I wished. I shall be glad to hear from you in reply. When I can I will send an Inspector to that part of the State.
