On Saturday evening, September 3d, I received by mail, for the first time, copies of Circulars numbered Ten, Eleven and Twelve issued six weeks ago. I presume they are duplicates sent at my request and that those first sent have been lost, with Circulars of a later date, of which I have received some intimation.
[[left margin]] Reports [[/left margin]]
The reports required by Circular No. Ten will be made out to the first of last month as fast as we can, and forwarded by Express lest they also be six weeks on the way, as some of my weekly reports have doubtless been.

The address recommended in Circular No. Eleven had already suggested itself and will be issued and copies forwarded. I have already arranged for a weekly talk with prominent colored men of this neighborhood, and shall do what I can to have all my agents hold such conferences.
[[left margin]] School Commissioner [[/left margin]]
There is no one here now known to me as a good man for school commissioner and I would be glad to have a suitable officer detailed and sent out to me.
At Demopolis the wife of our agent there had a fine school, which much to my regret as been broken up by his being relieved for muster out. There are good buildings there, as there are elsewhere, and eager learners, every thing but teachers.

[[left margin]] Apprenticeship [[/left margin]]
Although the apprentice laws of this State are very liberal and provide for the apprentice good care and some education, I have not thought it best to resort to it. There is considerable demand for children which we have been able to supply from orphans in our hands. They are only supplied to those persons who have the confidence of the Agent, and are received without any lien whatever.
[[left margin]] Labor regulations [[/left margin]]
During the week past, I have with care and consultation prepared a series of "labor regulations" as few and simple as I could. Copies are transmitted to you herewith. I trust they will meet your approval. Your attention is called to the following suggestions.
1st No Freedman is compelled to make a contract. It is only where this contract is made that the order applies.
2d Part of the compensation is required to be in food and medical attendance, lest the improvident leave their families to suffer or the weak are obliged to purchase at unjust rates, what they must immediately have.
3d Definite rules may hereafter be laid down as to when a Justice of the Peace may release a contract.
4th The oath of the employer does not commit the employee as a vagrant, but simply puts the Justice upon inquiry.
5th By the laws of this State a person committed as a vagrant is confined for ten days, and twenty days for a second offence.
6th The freedman, is not confined to the land at all but simply to be present during the hours of labor.
