Some time since I mentioned to you an order issued by General Garrard, Commanding Mobile District, expressly directing his officer to assist the operations of the Bureau. General Garrard has since been relieved by General DeRussy, who both feels and acts in the spirit of the order, and Col Robinson. Agent at Mobile is extending his operations under it.
Finding it practicably impossible to obtain officers about here, I asked of Maj General Davis, a similar order which he kindly issued, and upon which we shall at once proceed.
These two Districts cover about all of the State that was formerly under my jurisdiction, and I send you herewith, copies of the order issued at each Head quarters.
Claiborne, in Monroe County, & Bladen Springs, in Washington County, have been the seats of violence towards freedmen, and I have heretofore vainly endevoured to secure a garrison for each point. Maj Miller's report advised you that a garrison of colored troops had one to Clairborne under an Agent of this Bureau, and this wee. I am advised that a strong force of colored Troops has been sent by General DeRussy to Bladen Springs.
The returns forwarded you this week, will show you the statistical condition of the District. They are not satisfactory, and letters and the telegraph having failed to procure what ought to be [[?]], I shall send an officer this week to call for it in person.
