Endorsement on communication of G. A. Harmount Asst Supt &c. March 13, 1866 requesting instructions whether Freedmen for violation of contract may be punished by both the "usual remedy of forfeiture of wages due" and as vagrants or whether when one remedy is applied the other should not be.

When Freedmen return to their work after they have received the punishment for vagrancy imposed by the Magistrate they are entitled to the wages earned by them prior to them having violated their contract.
If they do not return they forfeit such wages as may be due.
It is considered that the punishment for vagrancy is [[strikethrough] a [[/strikethrough]] sufficient [[strikethrough]] punishment [[/strikethrough]]for such case
