Office Chief Q M. Dist of Ala Montgomery Ala April 12 1867
Respectfully returned to Jas F McGogy through the A A A G Dist of Ala with the following "If in shipping property from Montgomery Ala to Talladega Ala certain losses occurred an examination had been made into the case as to how and through whose neglect said loss had occurred by the receiving officer and an affidavit made in accordance with the facts as ascertained. It would have been more in accordance with Army Regulations than simply [[attaining?]] Invoices and receipts without an explanation. One bale of Hay and one Sack of Oats were shipped with the Mules and that portion of said sack of Oats and bale of Hay that was not in hand in March it would seem to me to stand charged to the receiving officer and upon a notification of the fact and the amount it will be made good. I know nothing in regard to the loss of the Halters and chains. I look to the Receiving officer to investigate that matter. Attention is invited to Par 1034 and 1036 Army Regulations
