Respectfully forwarded with the information that the supplies within refined to were purchased in open market and delivered in the month of Feby. 1869 to the Supt of Freedmens Bureau at this place in fulfillment of a Special requisition copy herewith inclosed and not paid for by me by reason  of the chief Q.M. of the Dept of the Trea referring to furnishing funds for such disbursement.
