Respectfully returned to Col O D Kinsman Sub Asst Commr with the information that the inmates of the Hosp'l were furnished but two meals a day and at no specified hours. Considering the length of the days and that the Hosp'l rations would warrant 3 meals pr day to secure comfort and health to the inmates of the Hospital I issued the enclosed Special Order.
