The enclosed instructions were not issued from this office but from the Military department and the entire business was conducted by that department except in the making yourself (a Bureau Officer) the channel of transmission of the order. The Post Q.M.at Selma is competent to pay the account if new copies of the instructions are made with the words "Bureau &c" omitted from the reading.

This is a matter of judicial decision - the question being whether persons who are in one sense partners of yours, are "employees" in the strict meaning of the word. Respectfully returned remarking that after due examination the necessary notices are found for the investigation of the case-but would respectfully state that the Judge of Probate of Lowndes Co. ought to be compelled to revoke the decree of apprenticeships on his docket.
