Respectfully returned to Bvt Maj Geo Shorkley SAC at Selma. The enclosed instructions were not issued from this Office but from The Military department and the entire business was conducted by that department except in making yourself (a Bureau Officer) the channel of transmission of the order. The Past Q.M. at Selma is competent to pay the account if new copies of the instructions are made with the words "Bureau &c" omitted from the reading.

The question being whether persons who are in one sense partners of yours, are "employees" in the strict meaning of the word. The actions of the "convention" on this or any other part will have no effect until notified by the people and Congress.
