Respectfully forwarded Justices of the Peace & civil officers in Baldwin County who asked my interpretation of the order that the term agricultural laborer included only it common plantation hands. It was to protect them the order was mainly framed. Clerks Overseers and managing men were not to be permitted to come in until after the actual laborers lien was satisfied. They the overseers clerks &c are pretty generally able to look out for their own interests under the law.
