The best information regarding the subject is that the parties here who bought claims of discharged soldiers having heard that the bounty &c would only be paid to the discharged soldiers in person have returned the receipts of the claim Agents to the person to whom they were given. Taking notes and receipts for a sufficient amount to make it a paying thing and which a lawyer here has informed them stands good and can be collected from the discharged soldiers by law. I have heard told by some that they would give them 50 or 60 dollars for their claim and make them sign a receipt or note for double the amount but have no proof except their words for it. Am also informed that Messrs Spaulding Lucas &c the mercantile firm by which Mr John Lamb is employed is a much or more interested as any one in the place and that several merchants Lawyers & private speculators have dabbled with them for the purpose of swindling something out of the discharged colonel soldiers claims for their own benefit.

Respectfully returned to the Sub Asst Commr at Demopolis Ala. By decision of the War Dept no extra pay can be paid soldiers detailed as clerks in the Bureau R.F. & A.L. and commutation of rations will not be allowed hence there can be no necessity of forwarding rolls for men employed on extra duty.
