Office Chief Q.M. Washington May 1, 1868. Respectfully returned to Bvt Brig Genl O. L. Shepherd and Asst Commr. for Ala. inviting attention to the provisions of Gen'l Orders No 60. War Department A.G.O series 1865. This presumed that the articles specified in the inclosed Inventory and Inspection Report came within those previsions, and if such is the fact it is suggested that the property be disposed of as thereby directed, and that the responsible Officer be directed to drop the same from his returns this avoiding the formality of an Inspection report, as well as the question as to the authority of an Inspector of the Bureau to take action on property pertaining to the Quartermasters Department U.S.A.

Office Surgeon in Chief Montgomery May 7 1868
Respectfully forwarded and disapproved. I. Because the changes are exorbitant. II. The Bureau is under no legal or moral obligation to pay this claim, since the claimant, as appears from an enclosed affadavit, was employed by the authorities of Chambers Co. III. The payment of this claim by the Bureau would establish a precedent under which claims for the care and maintenance of the indigent in all destitute Counties might with propriety be urged.
