Respectfully returned to Bvt Major James Gillette USA Sub Asst Commr Mobile Ala. When parties fail to appear after due official notice, in complaints of freedmen, you will decide accordingly against those complained of. In the cases referred to, you should call upon the military commander for troops to enforce non molestation of persons or dwelling. and where the cotton is in question to take possession of the same. When witnesses are required on either side if necessary for the ends of justice, a force will be asked from the Military Commander to compel attendance, with as little detention from their business as is possible and in this no regard will be had to Office hours. that a second attendance may be avoided.

The decision of the Agent of the Bureau at Hillsboro was given more as a matter of equity than of State Law and it is presumed to be correct under the circumstances. If the parties dissent from the decision given the papers should be sent to the Asst Commissioner of No. Carolina for his action.
