Respectfully forwarded to Major General O. O. Howard, commissioner to Washington D.C, a clerk is required at Mobile but in reference to communication received from H.Q. Bur. R.F. &c. dated Aug. 10" 68, which provides that a clerk shall be furnished transportation to his home upon his discharge, I cannot recommend that a clerk should be employed at this late day, who would have to be furnished transportation home so soon, but would recommend Mr. Heirman's appointment without the privilege of return transportation.
The revocation of the appointment of Mr Sayers is approved.

I have the honor to make the following statement relative to the disposition of the Postal Order, forwarded to Eviline Peyton mentioned in the within communication.
The order was received by Lieut. H. Sweeney 15th U.S. Infy. and Sub. Asst. Commr. at Tuscumbia, Ala. about the 16th day of June 1868, at which time he notified Eviline to appear at his office and receive the same. She not calling for the order, it was transferred from his hands to Capt Wm. H. Heilman 15" Infy, and from his hands it was transferred to me; and, on the 10" day of August I delivered said order to Evaline Payton, and saw her receive the money for which I hold her receipt, as clerk & Actg. Agent of the Bur. at Tuscumbia. I also sent a letter to the Asst. Com'r. acknowledging the receipt of the order, and notified him of its delivery to the proper person. Eviline started for her Father's at Fredericksburg, Va. soon after the receipt of the money
