I have the honor to report that I have given the within case of Washington Bunting as full an investigation as possible and from all the evidence, I think that the boy is not favorably detained by Mr. Gibson, but for some reason, (perhaps unkindness of the Father) he doesn't want to go with him. I have know such cases before, I herewith send you Mr Gibsons affidavit & letters showing that he is and always has been willing to let the Boy go with his Father.
