I have read and maturely considered the late proclamations of Brig. Genl. Wager Swayne, and Gov. Lewis E. Parsons, on the subject of receiving the testimony of Negroes, and of regarding them as entitled to the same rights as white-men, in cases wherein they were interested, and I have decided to accept, and propose to exercise in good faith, the powers Genl. Swayne proposes to Confer.

You will please forward to me all the rules, regulations, and instructions, for the guidance of judicial officers in the exercise of their authority as agents of the Freedman's Bureau-
