I am annoyed every morning with colored people coming to my Office and complaining that they are arrested while going to and from church. Several last night were arrested and I have reason to believe that they were going to church as it was the regular evening for colored peoples prayer meeting. 

Cannot this be stopped without endangering the peace and order of the city?
