provide labor for such as were idle. Hence the expenditure for passes a form of which is enclosed. The system worked well, accomplished its object and has since been abolished. Its continuance, in fact, became unnecessary. 

The remaining item of expenditure was for Circular No 2, relating to the connubial relations of freedmen.  

A copy of the circular and a blank certificate are herewith enclosed.  The reason for this expenditure is very patent to every one residing here for a short time only. It was to improve the moral condition of this people.
