CIRCULAR: It having been reported at this Bureau that certain colored persons have obtained city passes dishonestly, by presenting certificates stating that they are actually supporting themselves, to which the name of some well known citizen has been fraudulently signed; therefore, the following Circular is published for general information:
No passes will be issued from this Bureau to colored persons, purporting to be employed by themselves, unless they bring certificates stating they are actually supporting themselves, signed by responsible citizens whose signature is known in this office; or who do not bring with them, in person, some citizen upon whose statements we may safely issue a pass.
Parties guilty of forgery have been arrested. Other arrests will be made when the parties are discovered.
Persons employing servants will receive passes by calling with them at the pass office.

CIRCULAR NO. 2
That Freedmen may acquire proper views of the sacred nature and solemn obligations of the marriage rite, thereby promoting the virtue and future welfare of the race, blank marriage certificates will hereafter be issued from this office. Attending to each certificate is a accompanying return, which, after being filled out by the officiating person, will be returned by him, without delay, for registration. Thus an accurate marriage record will be kept for future reference. 
Chaplains in the army, clergymen, and magistrates, are earnestly invited to authorize the marriages of such as have been living together as husband and wife, and to encourage lawful marriage, in all cases, among candidates for matrimony. Each ceremony should be witnessed by a person who can sign his name in writing and not by mark.
Care, also, should be taken to impress upon the minds of candidates the solemn nature of their marriage vows and to add such instruction as shall lead them to order aright their households, making them as far as possible the abodes of industry, peace, and christian faith.
