WASHINGTON, D.C., Oct. 10, 1865.
Owing to the recent resignation of DARIUS FORBES, Esq., late General Agent, it has been found impossible thus far to print a sufficient number of blanks having the requisite change in the declarations; and, until such can be forwarded to the Local Agents, they are requested to erase the name of Mr. FORBES, as Attorney, in the blanks they now have, and interline that of the present General Agent. The magistrate should certify that "The erasure of the name of DARIUS FORBES, in the foregoing declaration, and the interlineation of that of WILLIAM F. BASCOM, was made before claimant signed," or words equivalent. 
Official envelopes, with the proper changes, will be forwarded soon to all the Local Agencies. 
The General Agent takes this occasion respectfully to request of the Local Agents that they will give careful attention to brevity and legibility in all letters forwarded to the Central Office. The pressure of business is so great that the prompt and successful working of the office demands the utmost economy of time on the part of all the clerks.
