Colonel:
I have nothing of special importance to report, in connection with my weekly letter. The issues of Rations  I have been endeavouring to cut down but find it impossible to do so, and, having received the circular letter of Major General Howard, in regard to each County's supporting its own paupers. I will see the County Authorities and notify them of its purport, and shall issue no more rations to whites, unless compelled to, to prevent starvation. No cases of barbarity have been reported during the past week, but a great many complaints have been made against Planters for refusing to carry out their Contracts.
It is singular these Planters, who are to rely on the Freedmen to do their work, cannot see the propriety of doing justice to them; policy would certainly dictate, that in order to render this labor profitable, and to control it,  Planters ought to act in good faith with their laborers. 
Already I am informed there is a demand for Labor
