Respectfully forwarded to Brig. Gen. D. Tillson for instruction

Judge Robert Baugh is a reliable man and of ample means and no doubt will do a good part by the children refered to and in my opinion they can do no better than to have Mr Baugh made their guardian legally 

The children will have a good home and the government will be relieved from any further expense in their cases

I therefore recommend that Robert Baugh be granted the privilige of bringing the children Henry and Molly Ellen and Franny from the state of Ala. to Atlanta GA and he be authorized to as their legal guardian
