Dr Sir
After making a requisition upon you for a limited amt of supplies to feed the starving colored people in my county (Laurence) I will take the liberty of presenting to you my views on the great question of free Labour & the course the General Government should adopt towards, the Colored people of the Southern States. It is an undeniable fact that, the negro is no longer a slave, but a free man — and this has been brought about by the late untutored War which has just closed. The change from slavery to freedom has been so very sudden that the negro is not prepared, altogether for it, consequently the Government has thought proper to hold a supervisory power over him
