Again. If the negro is maltreated & the matter goes before Civil Court little or no notice will be taken of it. Large numbers have been sent here from Mississippi & other points to keep them out of reach of our army & the end of the war has them away from their old homes among strangers. As there is a surplus of labor here I have deemed it advisable to send them to their former homes when they were anxious to get there but have found it difficult to give them transportation.
I would respectfully submit the above and ask what is my authority under Civil Law or [[rather?]] my duty. To what extent can transportation be given in the above cases.
