Sir 
I deem it my duty to communicate to you the fact that information has come to my possession which convinces me that a plot is organized to convey from our southern coast five or six hundred "Freedmen" to Cuba, They are in the employ and under the control of the organizers of the scheme.  The contract has been made for their delivery, and it is believed that they can be induced to go on board vessels under the pretext that they are to be conveyed to some other point, there to be imployed in the same way (Chopping wood) they assert that they can run them into Cuba in less that 24 hours.
They are ready to carry their plans into execution. Vessels secured, crews being engaged. (late Junior Officers in the rebel navy) They only await an advance of about five Thousand Dollars for which they are willing to give the liberal return of Thirty Thousand) it seems, their original calculations for funds to this amount have failed them. 
They are quite willing the "party" making the advance shall
