Genl, I beg leave respectfully to report that a number of helpless Freedmen & women & children were heretofore, and before I assumed jurisdiction, received at this Post, & placed on the Ration list when the Garrison left this Post. The rations on hand were distributed by the officer in charge -
These rations are now exhausted & I have daily applications for aid. I cannot respond, having neither Rations, nor funds at my control. 
I report the facts for your consideration, and will await instructions from you. 
Please let me hear from you.
