be put in order on a short lease, as it will require a long time, say twelve months to put the Mills in working condition & will require much capital. 
Fearing that I might transcend my jurisdiction I respectfully refer the case to the Department to know if I am authorized either to lease or sell said property & if not to inquire who has jurisdiction in the matter. 
I have agreed to lease Genl Croxton the property if I have control in the case. The works if put in order will yield a large income to the Genl. in Int. Rev. Tax beside give employment to many laborers. I have the honor to be
