Sir: I had the honor of writing you some time ago informing you of my willingness in my official capacity of accepting power invested or offered the civil magistrates of this state by circular order No 5 in relation to receiving negro testimony in all difficulties between whites and negroes or indians, issued from your office. But I am informed by Judge A.B. Fannin of this county you never received my letter.

I now therefore manifest my willingness to accept the same acknowledging the authority vested in me by said order.
