States that the Board of Trustees of the Mobile Medical College, decline to accept the proposition of Genl. Howard, presented by Dr. J.C. Nott, for the lease of the College building, and calls attention to the fact that the building was constructed and the property acquired for the purpose of the Medical College in pursuance to an act of the Legislature, that acceptance of the lease would be a violation of trust, & hazard the loss of the property: that the property has never been abandoned & the U.S. has acquired no title to it by confiscation or otherwise. Requests that the building be restored to the Trustees, and compensation be made for its use and damage done during the occupation by the Bureau
