at as early a date as possible to this office  -  This will enable me to provide a sufficient supply of rations at the various points throughout the state in time to meet the demand -  I would prefer the estimate to be made by counties - then I can make satisfactory arrangements for the places of issue, & concentrate supplies accordingly -
