It has been reported to the Commissioner that you have estimated the number of dependent refugees & freedmen to whom ration will have to be issued during the winter in your District at from 30 to 40000. 

Maj. Gen. Howard directs me to inform you that he has estimated for only 75,000 in all the Southern States, and to request you to report as soon as possible the estimated number in you Dist, so that he may alter his estimates, should it be deemed advisable
