Dear Sir: 
When Col. Woodall was sending refugee freedmen (who applied to him) to their homes, he gave transportation to twenty one freedmen that were formerly servants of mine. They did not use it as he promised to send them all— over fifty in number to their homes on the 14th inst. but before the 14th inst. he received orders that prevented him from ordering the railroads to carry them. The authority however to send them was rested in the Freedmans bureau, as they were owing to the promise of Col. Woodall, all thrown out of employment and could get no homes, Col. Snow regarding it as an act of justice & humanity to these families ordered them sent to Greenville, Washington
