General: I have the honor to submit a special report the subject of a "home colony" in Alabama of my full report, which is is delayed, from the pressure of office business.

Immediately upon assuming the duties of my office, I made application, in accordance with my instructions, to the military authorities, to have designated some "confiscable" or abandoned lands, suitable fore the above purpose. Week after week passed, during which I frequently urged the matter at Head Quarters, and, finally, was referred to Mr. Nimmo, Treasury Agent. After some further delay, Mr. Nimmo apprised me that the Briarfield Iron Works were turned over to the United States, and desired to know if that property would suit my purpose. My Quartermaster went to the location, examined its advantages,
