I arrived here to-day. The office has been under the superintendence of Lt. Bowman, but is not in a very flourishing condition; as he has had no definite introduction or orders, I find there are no schools, and in fact, it will require close attention and work to thoroughly organize the office. 

I have not been here long enough to be enabled give in detail the state of affairs: but will, soon as possible. There is, however, one thing I would respectfully call your attention to. There is no way to provide for men, women and children coming into the city from a distance - without anything to eat. Those who will have to return in the following morning, must be provided for  in the meantime. Lt. Bowman
