General.
I have been unofficially informed that a circular has been issued from your office requesting Justices of the Peace, to accept appointments as agents of the Freedmans Bureau. If such is the case, I would respectfully request, that you send me a copy of such circular that I may circulate it through this and adjoining Counties. As there have been no Agents in this vacinity, I have had the duties of the office done at these Hd Qr's. I have a large number of contracts on file that I have approved. In this matter I have been acting without instructions or Orders but as my judgement dictated to be for the interest of the country and all concerned. I have approved of no contract that do not expire on or before the 1st day of January 1866. I have so managed the matter, that nearly all of the negroes have stayed at their old homes, those
