that have not, have got employment near by. But very few are idle some have come to this Post but I have invariable sent them away and compelled them to labour somewhere for their support. 
I have not issued any rations to any of them and as a proof of their industry. I will mention that not a single negro has been to my office to beg, while white people come by the score each day. No schools or other benefits, are being instituted for them in this part of the state, although, in many cases the negroes are buying books and trying to learn themselves. 
They as a class, are much more intelligent in this part of the state, than in the middle and southern part. There are many, however, who are inclined to be refractory and idle and we have no system of inferring the fulfillment of the contract, which is very essential, or both parties will soon come to regard the contract system as a farce. 
I think, the idea of making each Justice of the Peace an agent, is a good one but as many of them are ignorant and prejudiced I think that in addition, there should be in each county a Supervising Agent, to whom the Justice should report and from whom, they should obtain their
