Due copy General Order No. 14 and Copies of General Orders No. 12; also copies of Circular Letter from Gov. Parsons.

Your communication in reference to the Mayor and Council of this place bearing date 8" Sept. has also been rec'd. In reply, I have the honor to state, that, having called upon the Intendent and Council, and inviting their attention to General Order No. 7. and Gov. Parsons Circular Letter of Aug. 18th/65, they informed me that they had signified their acceptance of jurisdiction over Freedmen
