Colonel: -
Freedmen who are prosecuted for "vagrancy," found guilty, referred to County or municipal authorities for punishment, and then turned over to me, they refusing to have anything to do with the matter: - must I receive such? Par. 5. General Orders No 12 says I shall - that "they may be turned over to an agent of the Bureau." 

The case in point is: a Freedwoman has been arrested for violation of "Contract": a Justice of the Peace finds her guilty; gives - or tries to give - her into the hands of the proper civil authority, [[strikethrough]]who refuse to have anything to do with her, and for convenience turn her over to me for punishment.

It is apparent to me that this is their policy: - save themselves trouble, make me responsible, and from an evident desire not to be
