Head Quarters, U.S. Forces 
Tuscumbia, Ala. Sept 26th 1865

Sir-
I have the honor a short time since of forwarding a communication to Genl Fisk at Nashville, Tenn. recommending Joseph Challen (Mayor of this town) as Agent for "Freedmans Bureau" for this county. As there has been no Agent appointed for this county as yet. Once perceiving that you are announced as asst comm of F.B.&.A.L. for the state of Ala. I would again respectfully recommend Mayor Challen as a man well qualified for the position. 

He has been a Practicing Physician in this vicinity for the last (14) fourteen years, is personally acquainted with most of the citizens of the county, and has the reputation of being a gentleman of irreproachable character. And if necessary, can obtain the cheapest accommodation of all prominent citizens of the county, for the position he has remained at home during the war occupying a neutral position, and in many instances has rendered valuable medical assistance to Union Prisoners & Union troops stationed at different times of this Post. 

From my own personal knowledge of the man I believe that he will render fair and impartial justice in all cases that may be brought before him.
