revenue enough from this city to pay a large share of the civilian officers you will find necessary.
In relation to the contract forwarded I wish to inquire if the Bureau will probably be able to purchase the provisions &c on the place according to the terms of contract, if not the lessor wished to bring them to market as soon as convenient.  I think it will be much better to purchase the stocking of the plantation, than to trust to Govt for teams and rations; or at least, to purchase all the provisions.
I hope the Officer you mentioned will be sent here as soon as possible. It is useless for me to attempt to perform the manifold duties of this position properly, without help.
