Colonel. I have the honor to inquire in regard to issuing rations to destitute persons: Shall I limit issues to those who are strictly loyal refugees? The Post Head Quarters has recently turned over to this office the business of making these issues and transferred his list of applicants, Among them are residents of Selma and the country around, whose relatives have been in the Confederate army, and whose proper claim is upon the county or municipal authorities where they reside.
The Post Commandment, considering that the ration list here is smaller than elsewhere, advised me to continue it, but I will await your decision.
