I respectfully submit that the cottons & crop is not the property of the Bureau - nor has it been - since November 3d General Swayne if he needs the funds accruing from these farms should make requisition upon General Fisk for the same and not hold property purchased by a private citizen in good faith and for a valuable consideration and I have the honor to ask that such action be taken as will allow me to move my cotton to market and to discharge the indentures which I owe to Freedmen for labor performed in harvesting the same
In the mean time I shall go on with my contract in all respects as though nothing had occured - save moving the crop - May I ask you early & favorable consideration
