I have the honor to state that it will be necessary to establish two Colonies in the Dist.
I propose to get good locations & plenty of land & make every one old & young available at some kind of labor.
I respectfully ask for such authority as I may need to secure stock, mules, wagons, Plows &c to carry it on sight. I believe thus it can be done so as to [[strikethrough]] about [[/strikethrough]] at least cover the cost & provide for the destitute - with the hope that at the end of the year these people can be taken of the houses of the Gov't.
