Colonel: I have the honor to submit the following questions: Must all contracts be made on one of the printed forms, or may any form which contains the three requisite items of supply, and just compensation beside, be received, duplicated, and filed in the office? If the employer guarantees that medical assistance shall be provided whenever the laborer requires it, may he not make arrangements with his laborers to have the cost deducted from their wages? Similarly, with regard to children, may not the employer make arrangements in which the cost of non producers in a family shall be deducted from the wages of the family?
