Colonel I have the honor to present the following considerations.

In view of the fact that the Bureau has no place or means of providing for the large number of freed persons unfitted for labor by reason of age, decrepitude, or the burden of a large and helpless family, who are soon to be deprived of their former homes on the plantations, it seems to imperatively necessary that an order should be issued prohibiting planters and others from driving away such persons until the Bureau or the Co. Commissioners have an asylum provided for them. The purpose to turn them off so is openly expressed on all sides, calling for prompt attention by some means.
