The order of this department dated September 17, 1864, requiring bills for job hunting to be submitted to the assistant secretary of War to be audited prior to being paid, applies to all bills outstanding and unpaid at the date of the order as well as those accruing afterwards.       The same construction is put upon the order of April 8, 1864, relation to advertising. That is to say-
From and after April 8. 1864
No officer had authority to pay any bill for advertising that had not been endorsed, approved at the War Department, nor, after September 17. 1864, any bill for job hunting not so endorsed.
