While in charge of the Department at Mobile I became convinced that the Hospital Dept could be made self supporting.
Most of the contracts that have been made require the employee to furnish medical attendance, this they frequently evade and servants are in many cases sent to the Freedmen Hospital, they should be charged a reasonable rate per day and the bill sent to the employer. 
Where no contract is made, the patient when well can earn from one to three dollars a day [[strikethrough]] when well [[/strikethrough]] from this they must support themselves, and should be able to pay for hospital treatment at a reasonable rate per day, if they have no money when they enter the hospital [[strikethrough]] they should [[/strikethrough]] the debt they owe it should be collected from their wages after they are
