Office Assist. Supt. Bureau of Refugees, Freedmen & Abandoned Lands. Dist. Talladega Ala. Talladega Nov. 30th 1865. Brig. Gen'l. Wager Swayne; Assist Com. of Bureau Refugees, Freedmen, Abnd. Lands; General; On receiving my appointment two weeks ago, I wrote you stating that I had no means whatever for opening an office - that the Quarter Master refused to furnish a solitary item or article - not even a sheet of paper for the use of the Bureau. He refused to furnish me with fuel & forage as Chaplain. Through the aid of Maj. Genl. Chetlain I obtained an office with some little office furniture. And thus I have been doing the duties of the office for the past two weeks expecting almost daily to hear from you. Not hearing from you I write again. Stating again the above facts & also that the General wishes to know if we have authority to issue rations to Refugees, to Freedmen & to destitute citizens. We have a building in which the aged, sick & children are living but none of the means for carrying on a hospital. Indeed this Bureau in this place has been carried on in a manner which is as abhorrent to humanity & a burning disgrace to the country. All the records left by the former Supt. consist of copies of contracts, & the orders of the Bureau. We have received a little money from contracts & two fines, & thus we defray the office expenses. I desire that someone be appointed in my place as my health is poor. Very respectfully, General, Your obt. Srvt, T. Humphrey Assist Supt.
