be done in this valley, which can be done only thro' a United States agency.  We have had no opportunity this year of testing the free labor system - or rather of systems - trying the free labor.  Peace was not fully made in this department till June, too late to plant a crop. There was no stock to plough with till July - and there was no security out sight of a Military post till it was too late to plant a crop. In some instances sullenness and obstinacy prevail over the interests of the individual - but these will be remedied. 

I look forward to a bright future for the great mass, and for the material interests of the country - although individuals may suffer, as much from disappointment as from reality.  The great problem of making the States - "all free or slave" has been begun by making them all free - and I trust in the Great Jehovah that the problem will be solved by securing to all persons, everywhere, in all the broad land, freedom and political liberty.
 
I believe, that if wisely conducted, the Bureau for the guardianship of Freedmen will be viewed in history as one of the grandest conceptions of the age.
