Permit me to invite your attention to Mr Arthur Bingham as a gentleman eminently well qualified to fill the office of Assist. Supt. in this district. He is 48 yrs. of age, born, raised & educated in New York. Come to this place in Nov. 1845. I consider him a man of integrity, kind, courteous & affable yet firm & inflexible in doing what he thinks is right. He is the U.S. Assist. Assessor for Talladega County. I have spoken to him about taking the office. He replies that while he does not seek it, he will accept it if offered to him at a fair compensation. Gen. Perseus knows him well. I invited the attention of your colaborer Mr. Cruikshank to his appointment. And he will enclose with this a recommendation to you for Mr. Bingham's appointment.
